The "Misuse of Drugs Act 1975" outlines "precursor substances" (chemicals) with potential use in drug manufacturing.

In the interest of safety in our community, Linkup Paints actively supports and adheres to the voluntary End User Declaration (EUD) process in collaboration with the New Zealand Police relating to substances identified for potential misuse in the manufacture of drugs.

What substances does this apply to?

Schedule 4 of the Act list precursor substances that may be used in the manufacture of drugs. There are also other chemicals that are not listed in Schedule 4 but which are commonly diverted for use in drug manufacture and are of interest to the New Zealand Police.

There are quite a number of substances of interest to the New Zealand Police for potential misuse, however, it has been identified that Linkup Paints do sell products such as Toluene, MEK, Acetone and other solvents to customers for industrial, commercial and domestic use.

What does this mean for our customers?

We recognise that these chemicals have legitimate commercial application and the New Zealand Police have no intention to impede the lawful supply or use of them.

For on-sellers of listed precursor substances (us - Linkup Paints) the current vetting process involves any customers seeking to purchase these chemicals being asked to complete an End User Declaration form which is then submitted to Police.

For any company looking to purchase a listed precursor substance, an EUD must be completed by each staff member intending to collect the product(s). The EUD approval is for the individual, not the company. Our team will assist in advising where this is relevant at the time of purchase.

The vetting turnaround time can range from a same-day reply to 1-2 business days depending upon the range of vetting checks done.

The vast majority of EUD's checks confirm the legitimacy of the purchase and approval is granted, and the New Zealand Police simply maintain a record of the fact of the purchase.

This EUD process is not mandated or legislated by law in New Zealand and is a voluntary process on our part, which much of the chemical supply industry has adopted as an ethical industry standard to protect New Zealand society from the damage inflicted to our communities by Methamphetamine and other controlled drugs.

Please do not be offended if you are asked to complete one of these forms to be supplied a substance of interest. We also will not be able to supply the product until the form has been cleared by the New Zealand Police, so please be prepared to wait up to 2 business days for the product to be released for purchase.
